07/31/2008  Medicare Supplement transfer rules explained

We are frequently asked if a Medicare Supplement transfer application from an existing member or a new application from a non-member can be a guaranteed issue or whether it would be subject to underwriting. In response, we reviewed our Medicare Supplement Transfer administration rules and have created a formalized process for determining when a guaranteed issue is appropriate and when underwriting is called for. We have also prepared a table to serve as a common reference document for the agent community and our Sales and Membership areas.

The table lists a range of scenarios for transfer to each of our Medicare Supplement plans and indicates whether those transfers would be made as a guarantee issue or be subject to underwriting.

This document will become effective Sept. 1, 2008. Please use it as a quick reference when advising your clients. Since it is a policy document, please do not share it with clients or other carriers in the market.

If you have questions, please talk to your Regence Consumer Sales contact.
