Reminder: Community-group processes implemented to comply with SB 6538
Last year's enactment of SB 6538 defines the census date for renewing small groups (1 to 50) as 90 days prior to the renewal effective date, and for new small groups as the date that final group composition is received.
In accordance with the new law, we're now downloading the census 90 days prior and delivering Community renewals through Agent Center about 55 days prior to the renewal effective date.
New-group final rates are based on the enrollment we receive with the Group Master Application and enrollment applications returned to complete the sale. We no longer use a 5% rate test on new Community groups.
It's unfortunate that we're not able to do re-rates anymore. However, the census date statute will allow all groups to be treated in an identical manner. Some groups will benefit from the new law and some will not. Over time any impacts will eventually diminish.
