Regence's participation in the open enrollment period for applicants under 19 begins today for January 2011 effective dates
The Washington Office of Insurance Commissioner issued a rule that establishes an open enrollment period between Nov. 1, 2010, and Dec. 15, 2010, for persons under age 19. We will participate in the open enrollment period (OEP) and will not apply any health screening criteria to individuals under age 19 on any applications for Individual coverage received during the OEP. Those applicants will be eligible for an effective date of Jan. 1, 2011.
Applications for coverage for individuals under 19 received after Dec. 15, 2010, will not be accepted for enrollment outside of an OEP unless a special enrollment period applies. The events qualifying for special enrollment include:
- The person under age 19 loses employer-sponsored insurance
- The person under age 19 loses eligibility under Medicaid or other public program providing health benefits
- The person under age 19 or the person under whose policy they were enrolled loses coverage as the result of dissolution of marriage
- The person under age 19 or the person under whose policy the person under age 19 was enrolled changes residence, and the health plan under which the person was covered does not provide coverage in that service area
